I willl not elaborate too much on same things but will give some suggestions in the end.
first yes the decision will help in curbing the air pollution which is at peak in Delhi. As air-pollution is majorly contributed by vehicular pollution. There has been some measures earlier related to efficiency, design of engines, but his were not much successful. The even odd formula will reduce the no of vehicles to half nearly( for some who argue that there here aren't half even odd vehicles for u sake if u consider 70% even no vehicles then on next day that 70% wont ply only rest 30% will ply so the equation remains one and the same).so yes the pollution will reduce by half. As this rule is not applicable on public transport system,this will encourage people to use them.also people will tend to share rides.I am not sure but this rule was also followed in Singapore and china. Sadly in India,there aren't much strict rules for vehicles. vehicles in today's market are cheap so most of them can afford it.
In Singapore vehicle cost is as per the company's decision. but the license to ply the vehicle for even 10 years is 3 times more then the cost of vehicle.that makes the overall cost to 4 times the actual cost also there are other taxes like GST etc. This makes people difficult to afford vehicles and people in this city u will find mostly using public transport and cabs etc. also in some cities u are now allowed to ply private vehicles inside city limits. so we can also expect see such measures in near future in India
At last one thing is important for such decisions to work and that is good mass transit system. IN INDIA. most of the cites don't have it. so it will be difficult for such decisions to work effectively.
