Do you also consider that Indian Prime Minister has done wrong?
1. Because he is in US and Indian law doesn't apply over there.**2. Laws are for a reason i.e to show respect for the flag of India. Our PM is not in any way showing disrespect to our national flag because PM and National flag both represent India and both are pride of India.And if they combines the glory multiples. (For common people inscribing Montu loves Shona doesn't increase the glory of our national flag ,that's why it is prohibited.)
3. If you are going into the nitty-gritty of the laws.Then also remember a simple tricolor with a chakra isn't the flag of India. It has to be--
a)Made of khadi
The flag, by law, is to be made of khadi, a special type of hand-spun cloth, or silk made popular by Mahatma Gandhi. The manufacturing process and specifications for the flag are laid out by the Bureau of Indian Standards. The right to manufacture the flag is held by the Khadi Development and Village Industries Commission, who allocate it to the regional groups. As of 2009, theKarnataka Khadi Gramodyoga Samyukta Sangha was the sole manufacturer of the flag.b)Have to follow some dimension.
So,first prove me it was by definition an Indian Flag. Then comes the story of insulting it.
4. Chef Vikas Khanna cooked fantastic foodfor the Fortune 500 CEOs and delighted them. So,our prime minister congratulated him and told to ask for anything ,for the service that he did for his nation(By making the CEOs realize the real taste of India.) Then he asked for the signature on that cloth(I'm referring it to a cloth until you prove me by dimension it was a cloth) to our PM . Would it look good for our PM to backtrack from his word by not delivering on his promise(then you will call him feku :-p ) .
Conclusion
Our PM is doing whatever possible by him to increase the stature of INDIA internationally. Doing whatever he can to bring FDI. What was his need to visit US and bring FDI? He could have campaigned in Bihar for upcoming polls. But he chose to be in US attracting investments. So,please don't pull him down over these petty issues. I believe there are far more REAL issues to be concerned about.

Edit 2: **As pointed out by Raghav Dev Mishra and Pallavi Pandey the point No.1 is Invalid. If our PM had indeed disrespected the Indian National flag ,then he had to face the wrath of our Indian Legal system irrespective of the place he has committed the crime. But as the story unfolds our PM has not in any way disrespected our National flag. So,the point itself becomes pointless.
